Monaco's form will be a concern to Roger Federer ahead of the French Open.
The Argentine, a clay court specialist, is in the Swiss maestro's quarter in the Roland Garros draw, and is perhaps the main obstacle to Federer before the final.
It was his eighth ATP title and first of the year, which he clinched without dropping a set all week.
Monaco said: "It's the best preparation. I've had a great week here, playing a couple of good matches. Especially today I played really well. So I will look forward to keep playing this way in Paris."
Veteran Nieminen said: "We both played pretty well. I felt I played my best match of the week, but it wasn't enough today. Unfortunately, he played really well today."
Britain's Dom Inglot had to settle for the runners-up spot alongside Filipino partner Treat Huey in the doubles, going down 7-5 6-2 to all-German pair Andre Begemann and Martin Emmrich.
