The fifth seed from Spain needed only 71 minutes to outplay his opponent from the Czech Republic after keeping mostly to the baseline.
Hajek, ranked 133 in the world, was nowhere close to the level he showed last week in Hamburg, where he lost to Roger Federer in the third round.
Robredo, 31, first broke for a 4-2 lead in the opening set, but then lost serve before breaking again to take it 6-3.
In the second set, Hajek was 2-1 up but then his game fell apart on the clay surface and he lost the next five games and the match.
Another Spaniard, Albert Montanes, faced a tougher challenge in the opening set before defeating Serbia's Dusan Lajovic 7-6 (3) 6-1. Lajovic paid the price for wasting a set point in the first set.
In the day's other matches, sixth seed Martin Klizan from Slovakia beat Italy's Paolo Lorenzi 6-2 6-1, Serbian Viktor Troicki came through against home hope Antonio Veic 7-6 (6) 6-1 and Slovenian Aljaz Bedene defeated Boy Westerhof from Holland 6-2 6-2.
