The 31-year-old had one foot in the door early on after winning the opening set with only 18 minutes played.
The Italian won just six points as he was helpless to reverse the rout from the baseline.
Signs of life
Fognini did show some signs of life in the second breaking Robredo twice, however, he only managed to hold serve once.
Robredo, who won Grand Prix Hassan II in Morocco in April, claimed the second set 6-3 to complete the comfortable success.
The defeat ended Fognini's 13-match winning streak on clay having won the titles in Stuttgart and Hamburg the past two weekends.
"No money can buy this feeling," he said said. "I played a perfect match, did a great job. But in matches like this it is always important to win."
