Currently ranked 75th in the world, Williams fought her way through to eventually beat No 13 seed Halep 4-6 7-5 6-3.
Victory in the two hour, 25-minute grinder means Williams will now meet rising star Eugenie Bouchard in the quarter-finals, after the 19-year-old dismissed Jelana Jankovic in straight sets earlier in the day.
Halep took the opening set and was up a break three times in the second, leading by two games on more than one occasion, but ultimately it was the resilience of Williams that paid off.
Williams wrestled her way back to take the second 7-5 and force a decider. Canadian Halep did break her American counterpart early in the set only for Williams to come storming back.
The former world No 1 won six of the last seven games of the match - and 12 of the last 13 points - to close out the tie and move into the final eight.
"It was very tough, she played so well, she played amazing," Williams said.
"I don't know how I was able to win, but I'm very happy to arrive in the quarter-finals. I'm taking it one match at a time and I like it."
