Gasquet is still struggling with back pain, the French Tennis Federation announced on Monday.
The world No 11 has been suffering from sciatic nerve pain and needs to rest for at least eight days, ruling him out of the match which will be played on an indoor hard-court in Nancy.
France captain Arnaud Clement has called up Edouard Roger-Vasselin and Michael Llodra to replace him - they join Jo Wilfried Tsonga, Gaël Monfils and Julien Benneteau.
Germany, who defeated Spain in the first round, have also been hit hard by injuries with their top three players - Tommy Haas, Philipp Kohlschreiber and Florian Mayer - all unavailable.
The French have won the last six meetings between the two nations, including all four in the World Group, with Germany not having beaten them since 1938.
A semi-final clash with the Czech Republic or Japan awaits the winners.
