The versatile Chelsea man has spent different periods on loan at Wolves since 2008 after failing to earn a first-team place Stamford Bridge.
But Mancienne only made 17 appearances for Mick McCarthy's men this season after suffering from a knee injury and he has admitted that he is unsure over his future.
Hamburg could offer the 23-year-old a new opportunity and the Bundesliga club's sporting director, Frank Arnesen, knows the player from their time together at Chelsea.
It has been reported that Arnesen is prepared to offer £3million as Hamburg set about attempting to improve their squad following an eighth place league finish.
