Former Hereford striker Robinson kept his composure from the spot after Francis Laurent had been fouled by Darren Dennehy.
Toumani Diagouraga missed an early opportunity to put the Bulls in front, but Southend responded with Lee Barnard volleying wide.
And Kevin Betsy also spurned a great chance for the visitors, but Steve Tilson's side were not to be denied and Robinson held his nerve to seal all three points from the spot.
The victory leaves Southend just four points outside the play-offs, while Hereford are eight points from safety with two games in hand.
