One change is enforced after prop Sona Taumalolo was handed a four-week suspension for striking Yoann Maestri during the weekend defeat to France in Paris.
Taumalolo will be replaced by Melbourne Rebels prop Eddie Aholelei, while Sila Puafisi will start at tighthead with Tevita Mailau dropping to the bench.
Opeti Fonua makes way for Viliami Ma'afu at No 8, and Latiume Fosita takes over from Fangatapu Apikotoa at fly-half.
Tonga have not faced the Six Nations champions since suffering a 27-20 defeat in the 2003 World Cup, while they were thrashed 51-7 on their last visit to the Millennium Stadium in 2001.
