Southgate is expected to announce a group of more than 30 on Tuesday, ahead of selecting his final 26-player squad before UEFA's deadline on June 7 at 11pm.
England will play friendlies against Bosnia and Herzegovina and Iceland to warm up for the tournament in Germany.
The first game will take place on Monday June 3 against Bosnia and Herzegovina at St James' Park; kick-off 7.45pm.
England's game against Iceland is on Friday June 7, the same day as the deadline to announce final squads for the Euros, at Wembley; kick-off 7.45pm.
Southgate could, in theory, wait to name that 26-player list for Germany until after the game against Iceland.
