Dom Sibley will join Warwickshire at the end of the 2017 season after rejecting a new three-year deal at Surrey.
Sibley, 21, has played in all formats for The Oval side this season, including starting seven of the team's eight Specsavers County Championship matches.
The right-hander has figured in each of Surrey's eight NatWest T20 Blast games and also appeared in four of their 10 Royal London One-Day Cup fixtures.
Surrey director of cricket Alec Stewart said: "Dom was offered a very good three-year contract but has told me the reason he is leaving is that he feels his opportunities at Warwickshire would be greater, given the written assurances he has received that he will be batting in the top three in all forms of the game next year.
"We've had numerous conversations with Dom and his advisors over the last 11 months and I'm comfortable in knowing that we could not have done any more in showing how much we wanted him to be a big part of this club."
Sibley became the second-youngest English player to score a first-class double hundred - after W.G. Grace - when he hit 242 against Yorkshire in 2013 at the age of 18 years and 21 days.
The Epsom-born player will swap places with Rikki Clarke next term, with the latter leaving Warwickshire and re-joining Surrey on a two-year contract.
Warwickshire have been recruiting heavily in recent weeks - batsman Adam Hose has signed on a three-year agreement from Somerset, while Yorkshire all-rounder Will Rhodes will arrive at Edgbaston on a two-year deal ahead of the 2018 campaign.
