The 23-year-old beat Lee Westwood and Miguel Angel Jimenez to the award after his first win on the tour at the China Open in Shenzhen.
Levy shot rounds of 68, 62, 70 and 69 to finish the tournament on 19 under par, beating off competition from Europe's more experienced Ryder Cup hopefuls Francesco Molinari, Ian Poulter and Henrik Stenson.
And the Frenchman admitted he was delighted at the progress he has made in the last month.
"It was tough getting that victory in China, but I've worked hard on my putting this year and that helped me," Levy said.
"I don't think I actually realise quite what has happened to me over the last few days, but to win this title is an amazing thing for me."
The judging panel of writers and commentators saw Levy as the stand-out player in April, despite strong performances by Miguel Angel Jimenez and Sweden's Jonas Blixt at the Masters.
The Spaniard's performance saw him became the first player aged over 50 to record a top five finish at Augusta National since Sam Snead in 1963.
"It was a fine month for the game's younger generation and Alexander Levy certainly played his part against a strong field," said Derek Lawrenson, Golf Correspondent for the Daily Mail.
"Victor Dubuisson is clearly not going to be the only French poster boy in years to come."
Levy, who turned professional in 2011, will go forward as a nomination for the Race to Dubai European Tour Player of 2014 in December.
He'll contest that award with this year's other winners so far, including compatriot Victor Dubuisson, Miguel Angel Jiménez, Scotland's Stephen Gallacher, and Welshman Jamie Donaldson.
