Hull KR chairman Neil Hudgell has lost his appeal against a £1,000 fine imposed two months ago by the Rugby Football League for publicly criticising the game's disciplinary process.
Hudgell, who described the RFL's match-review panel as "not fit for purpose", was also warned over his future conduct for questioning the integrity of officials and "engaging in conduct prejudicial to the interests of the game".
An independent tribunal upheld the fine.
Hudgell hit out after seeing Rovers prop Justin Poore handed a three-match ban for a tackle in the 16-0 win over Bradford in March.
Meanwhile, former Great Britain international Bobbie Goulding is facing a ban of up to eight matches following his dismissal in Barrow's 22-10 Kingstone Press Championship defeat by Doncaster.
The 42-year-old ex-St Helens scrum-half, who was into the second game of his playing comeback, was shown a red card just before the end of the match at Craven Park last Sunday for remarks he made to a touch judge.
The Raiders player-coach has been charged with the grade E offence of "disputing the decision of a match official using aggressive language and aggressive body language, and questioning the integrity of a match official", an offence that carries a ban of between four and eight matches.
Goulding will appear before a Rugby Football League disciplinary panel in Leeds next Tuesday.
