The No 3 seed won 7-5 6-3 in just 82 minutes as he reached the third round in Umag.
The world No 19 arrived in Croatia after collecting back-to-back titles in Stuttgart and Hamburg and, following Wednesday's triumph over de Bakker, has now won 11 successive matches on clay.
Yet Fognini was made to battle hard for his win, after slipping 5-1 behind in the opening set.
However, from there, he turned the match around by winning nine games in a row and sealed another impressive win on his first match point.
In the second set, Fognini conceded just five points in five games on his own serve.
He now faces Slovakian Martin Klizan who overcame Leonardo Mayer of Argentina 3-6 6-1 7-6 (7-3).
But there was a major shock late in the day when top-seeded Frenchman Richard Gasquet was sent packing by Albert Montanes.
The Spaniard won 6-4 6-4 in 85 minutes clinching victory on his second match point.
A dejected Gasquet admitted: "I lost my momentum on clay and now I am very disappointed.
"I started to play better in the second set but I was not 100 per-cent."
