The Bulgarian, whose previous victory came in Acapulco where he defeated Andy Murray en-route to the final, was made to work hard in the first-set of his clash against the big-hitting Rosol.
After taking an early 2-0 lead against Rosol, Dimitrov squandered four set points when 6-5 up, forcing the first-set to go to a tie-break.
But Dimitrov - ranked 16th in the world prior to the tournament - dominated the tie-break, clinching it by 7 points to 5.
He took that momentum into the second set and once again raced into a 2-0 lead. He broke Rosol for a third time when leading 3-1 and went on to claim his 20th match win of 2014.
Dimitrov had reached the final on Saturday when his French opponent, Gael Monfils, retired due to an ankle injury after just 16 minutes of their semi-final.
