The 24-year-old was a surprise choice on Wednesday, making his debut against Australia at The Oval in the final Ashes Test.
His selection ensured he had earned enough points having already played two ODIs against India, five ODIs against New Zealand and a T20 against New Zealand.
ECB National Selector Geoff Miller said: "This award reflects the contribution Chris has made this year in all formats of the game for England and we congratulate him on his achievement."
Non-contracted players are able to earn an England increment contract through the points system.
Five points are awarded for a Test appearance and two for a T20 or ODI appearance, with an increment contract being awarded automatically once the player reaches 20 points during the 12-month contract period.
With the next Ashes series just three months away Down Under Woakes will be desperate to impress in this last Test.
