The British Horseracing Authority could amend its rules after jockey Seb Sanders rode in a race at Goodwood on Tuesday without wearing any boots.
Sanders guided Langley Vale into fourth place behind Pettochside in the six-furlong handicap in just his stockinged feet.
The BHA said it was a first in modern British racing history, but no rules had been broken after Sanders weighed out without his boots.
The 43-year-old, who shared the jockeys' title with Jamie Spencer in 2007, sat in the saddle with his breeches covering the lower part of his legs and his Roger Teal-trained mount, who started at 16/1, led the race until approaching the final furlong when he started to fade.
BHA spokesman Robin Mounsey told the Racing Post: "No rules have been broken. Jockeys are required to wear certain safety equipment, including body protectors and helmets, but this doesn't extend to footwear.
"Our rules are reviewed annually and we'd never rule out taking a look at any of our rules or penalties. However, it should be noted we've never had an instance such as this occur before."
