The 24-year-old used local knowledge to win the Doncaster event on Saturday in the location historically used for the Fish 'O' Mania itself.
Burley fished peg 23 on Island Lake, starting on the method feeder for a couple of early carp before switching to the pellet waggler.
He fed four pints of pellet throughout the rest of the match to put together his all carp winning weight of 169 lb 10 oz with his largest fish weighing 15 lb.
Marc Jones, a former Fish 'O' Mania winner at this venue, came second. He was drawn peg 21 and fished method feeder for his weight of 126 lb.
Third-placed Roy Palmer, from peg 50, method feeder fished 114 lb.
Paul Holmes pellet waggler fished from peg 34 for his 95 lb 14 oz for fourth place.
The fifth Fish 'O' Mania qualifier takes place on 23 April at Gold Valley, Aldershot, when another place in the Grand Final in July will be up for grabs.
