Colin Montgomerie believes the USGA are to blame for confusion surrounding Dustin Johnson's moving putt at the US Open.

I feel, like the vast majority of people, that I don't like what has happened at the fifth and how it has put a shadow over the final round.

The question is whether Johnson affected the ball and made it move himself. You did see ball move, but it moved away from the hole.

If Johnson had touched the ball, you would feel that the ball would have moved forwards. It would seem gravity did it because it moved away down the hill towards him.

The USGA should have made the decision within 10 seconds and it should have been sorted straight away, simple as that.

No decision was made and you just can't let a tournament go on like that with players uncertain about what they need and their position on the leaderboard.

It leaves players not having a clue about what's going on, whether they're tied for the lead or one up or one back. What do I need? Do I have to attack this? It's just not fair to give players all these unanswered questions.

It clearly had an impact on Johnson, who missed birdie chances and bogeyed the 14th. It's not easy and not fair on Lowry, either, who doesn't know where he stands.

It's a ridiculous situation and it's the USGA's fault for letting this drag on.
