The qualifiers for next month's event at the Waterfront Hall in Belfast were completed with two more Irish players making the final stages.
Northern Irishman Patrick Wallace was within a game of making his home event before he was stopped in his tracks by Dubliner Judge.
Wallace had led 3-2 in the final qualifying round in Prestatyn, but Judge hit back to take the next three frames to earn a 5-3 success.
Judge will now take his place in the last 48 of the Northern Ireland Trophy in Belfast, where he will come up against Anthony Hamilton in the opening round.
O'Brien had to dig deep in a ding-dong battle with Barry Pinches before he sealed his place in the Trophy with a 5-4 win.
Norwich man Pinches hit back from a 3-1 deficit to lead 4-3 and move within a frame of Belfast.
However, O'Brien himself came back strongly and breaks of 70 and 83 gave him the next two frames to win 5-4 and set up a clash with Dave Harold.
Former Crucible world champion John Parrott will also be involved in the Northern Ireland Trophy after he beat Drew Henry 5-2 in Prestatyn.
43-year-old Parrott hit a superb 133 break to open up, and also added a 63 in the victory which gives him a Belfast tie against Mark King.
"I took my cue to Aberdeen last week (at the Royal London Watches Grand Prix) to keep my eye in, then had five hours of practice yesterday," said Parrott.
"I'm delighted with the way I played and it's great to be going to a venue."
Also in the final round of qualifying, veteran Alan McManus beat youngster Judd Trump 5-0 thanks to breaks of 89, 84 and 53.
Tom Ford beat Andrew Norman 5-1, with three half-century breaks of ,76, 52 and 69 helping him to a tie against Michael Holt.
China's Liu Song followed up his Grand prix quarter-final by making another ranking event after an excellent 5-2 win over Ricky Walden, including a break of 102.
Liang Wenbo ensured China will have three players in Northern Ireland, joining Song and defending champion Ding Junhui, after he defeated Rory McLeod 5-4 in a match containing two centuries and five half centuries during the nine frames.
The tournament runs from 4th-11th November and will contain the world's top 32 players plus 16 qualifiers.
