Warrington winger Kevin Penny is set to join Swinton as their third major recruit ahead of the 2012 Co-operative Championship season.
Following the arrivals of St Helens centre Tom Armstrong and former Widnes and Hull KR prop David Mills, the newly-promoted Lions are now poised to land Penny, who was in the 2007 Super League Dream Team after coming to prominence with the Wolves.
The 24-year-old subsequently fell out of favour at his hometown club and went on loan to Widnes and Harlequins before spending last season with Wakefield.
Swinton chairman John Kidd said: "We have agreed terms with Kevin, who is another quality player as we prepare for life in the Championship."
