The long jumper, who won Olympic gold in London last year, has been hampered by a knee problem this year.
But the 26-year-old will be in action at the Sainsbury's Grand Prix Diamond League meeting in Birmingham on Sunday.
"I've been carrying a knee injury all year and I've been dealing with that and managing it," said Rutherford.
"I'm not where I'd love to be but I'm competitive, I'm still here and and I'm aiming to jump well on Sunday.
"I'm going out to perform at the highest level and I'm looking to win. I'll be giving it everything.
"By the time the worlds are here I fully expect to be fighting fit, 100%, and winning that title.
"Hopefully the knee issue will clear up and I'll be jumping decent distances again."
Ten other reigning Olympic champions, including Mo Farah, will be in action at the Alexander Stadium, as well as silver medallist Christine Ohuruogu (200m) and bronze medallist Robbie Grabarz (high jump).
British interest will also focus on the 400m hurdles where Dai Greene goes in a strong men's field and Perri Shakes-Drayton lines up in the women's race.
