Telford's Bushell, who clocked an unbeaten time of 14.47 seconds in Arbon three years ago, defied a shoulder injury to cross the line in 15.12secs.
However, Canada's Brent Lakatos took gold with a new championship record time of 14.51secs. Ariosvaldo Silva of Brazil claimed bronze.
"I knew I'd probably get beaten," Bushell told the Channel 4 Paralympics Twitter account. "I'm gutted, but it's a good incentive to know I can medal when injured."
Silver
There was another silver medal for Britain as Paul Blake finished within 45 milliseconds of Russia's Evgenii Shvetcov in the men's T36 400m final.
Blake also won silver in the T36 100m at last year's Paralympic Games and his medal on Friday put Britain third in the overall table behind the United States and Russia.
Earlier in the day, Beverley Jones helped the cause by winning bronze in the women's F37 discus with a throw of 28.54m, but it was Viktorya Yasevych of Ukraine (29.35m) and Na Mi of China (33.09m) who took silver and gold respectively.
Jones, 39, adds to the Paralympic gold she won in London last year and said: "It's great to keep at the top of my game for so long."
