The 24-year-old, who has six professional wins to his name, becomes the Spanish team's eighth signing for the 2014 season.
He follows Gorka and Ion Izagirre, Adriano Malori, John Gadret, Alejandro Marque, Jasha Sutterlin and Dayer Quintana.
Lobato notched up two victories in 2013 - at the Memorial Ricardo Otxoa and on stage two of the Vuelta a Castilla y Leon - and also finished fifth on stage six of the Tour de France.
He also wore the polka dot jersey at this year's Tour after forming part of a breakaway on the opening stage.
Lobato, who is regarded as one of Spain's most promising sprinters, has joined up with his new Movistar team-mates at the team's pre-season meeting in Pamplona.
Former UCI WorldTour team Euskaltel-Euskadi have ceased operations after failing to find a new sponsor.
