Playing at home on a Monday night for the first time in 13 years, the Bills looked to be on course to cause a major shock.
In front of a capacity crowd of 72,175 at the Ralph Wilson Stadium, the hosts held an 11-point advantage going into the fourth quarter.
However, the Cowboys managed to score nine points in the final 20 seconds to steal the victory and move to 5-0 for the year.
Late rally
Quarterback Tony Romo rallied from throwing five interceptions to engineer two scoring drives in the closing stages, firstly hitting Patrick Crayton with a four-yard touchdown pass.
After recovering the onside kick, Dallas then drove again into Buffalo territory with two completions through the air putting Folk in range.
The kicker even managed to slot the ball between the posts twice after Bills coach Dick Jauron signalled for a timeout to rule out his first attempt.
As well as slotting over the game winner, Folk also made field goals from 47, 29 and 37 yards. Rian Lindell kicked one from 24 yards for the home side.
Major blow
Defeat was a major blow for the Bills, who lost in similar fashion to the Denver Broncos on the opening weekend of the campaign.
They had looked on course for their second win thanks to two touchdowns from their defence and a spectacular special teams play.
George Wilson and Chris Kelsay returned first half interceptions to the end zone off Romo, who finished 29-for-50 for 309 yards.
Terrence McGee then managed a 103-yard third quarter kick-off return that put Buffalo 24-13 up but they were unable to put the game away.
Intead Dallas climbed off the canvas to record a remarkable victory and set up a Sunday showdown with the New England Patriots - who are also unbeaten - in week six.
