Stages 17 and 18 were called off amid worsening weather conditions, meaning the Frenchman's Citroen finished top of the tables for a 77th career win.
Loeb's compatriot Sebastien Ogier finished in second place - 1min 40sec behind.
"You just couldn't drive as the snow was engorged with water owing to the rain and you couldn't keep on the road," said Loeb after the decision to end proceedings was taken.
Loeb, who has won the world championship no less than nine times, will compete in Sweden, Argentina and France during the remainder of a carefully-selected season schedule.
Three spectators were hospitalised by the adverse weather - two suffering broken legs and Automobile Club de Monaco (ACM) revealing emergency services had been called when five bystanders fell into a ravine.
