The Great Britain international received the award after playing a pivotal role in the Riders' BBL Cup win and their first BBL Championship success.
The 33-year-old, who has been capped 80 times and skippered the Great Britain side at last summer's Olympics, was the overwhelming choice of the BBL head coaches who carried out the vote.
Sullivan, equally at home at both ends of the court, was previously crowned MVP during his playing days with Newcastle Eagles.
The award made it a double success for the Riders after Rob Paternostro was named Molten BBL Coach of the Year.
Speaking of Sullivan, Paternostro said: "Sometimes the better player is the guy who is influential throughout the game.
"And, I don't think there is a bigger or better player that influences games in our league than Drew Sullivan.
"He plays multiple positions, can do everything, makes interventions in games at key times and finds the right play at the right time - he does it all."
Jay Couisnard of the Riders took second place in the vote, just ahead of Surrey Heat's Travis Holmes, who had an outstanding last part of the season while helping Heat into the semi-finals of the BBL play-offs.
Sullivan will be presented with the award at the BBL Play-off Final on April 28 at Wembley Arena.
