The Levy Board has announced the 56th Levy Scheme has been referred to culture secretary Karen Bradley after it failed to reach an agreement with the Bookmakers' Committee before the October 31 deadline.
The levy is due to be replaced next April by the "racing right", but there is a statutory requirement for a deal to be made as legislation for the new funding model is not yet in place.
However, the Levy Board and bookmakers could not find a suitable agreement and Bradley will now determine the levy.
The Levy Board tweeted: "The Levy Board and Bookmakers' Committee have not reached agreement on the terms of the 56th Levy Scheme (April 1, 2017 to March, 31 2018).
"The 56th Scheme will therefore be referred to the Secretary of State for Culture, Media and Sport for determination."
