In-form Reds playmaker Quade Cooper has been handed the fly-half jersey, with Matt Giteau moving inside to the centres.
Kurtley Beale starts at full-back, meaning Adam Ashley-Cooper switches to the wing, while Luke Burgess regains the No.9 shirt.
In the pack, there is an all-Brumbies front-row of Salesi Ma'afu, who is making his debut, Huia Edmonds and Ben Alexander.
Ma'afu will be propping down against a familiar face with his brother Campese also set for his first Test - albeit in the white and black of Fiji.
The dangerous Rupeni Caucaunibuca will end his exile from the national side by lining up in the centres alongside Saula Radidi.
Fiji's preparations, though, have not been helped by Alefoso Yalayalatabua and Nikola Matawalu being refused visas to travel to Australia due to their links to the Fijian military.
