Both sides beat Namibia in their opening games - but Fiji went on to lose heavily to South Africa, while Samoa were edged out by Wales.
Fiji have opted to name an experienced line-up for the all-Pacific islands affair, with World Cup veteran Nicky Little returning.
Little, who is appearing in his fourth tournament, replaces London Welsh's Waisea Sedre Luveniyali at fly-half as one of five changes.
With Dominiko Waqaniburotu suspended Sisa Koyamaibole, Mala Ravulo and Netani Talei will team up in a new-look back row.
The other change comes in the second row, with Seko Kalou getting the nod.
Samoa will welcome back talented playmaker Tusi Pisi for the encounter, with the fly-half having been forced to pull out of the 17-10 defeat to Wales at the 11th hour.
Flanker Taiasina Tuifua is also back in the starting XV after returning to full fitness, while giant prop Census Johnston is preferred in the front row.
Bath-bound prop Anthony Perenise drops to the bench, where he is joined by Filipo Levi, Manaia Salavea, Jeremy Sua and James Sooialo.
