England scrum-half Danny Care is back after missing the 23-13 defeat at Northampton last time out in the Guinness Premiership.
Tom Williams is named on the wing and George Robson makes the starting XV in the second row, with Jim Evans on the bench.
Quins and Leicester are both firmly in the hunt for the Premiership play-off positions and 50,000 tickets have been sold for the match at Twickenham.
But the Tigers have won the last 11 meetings between the two in all competitions, including a 27-14 verdict at Welford Road back in November.

Martin Corry comes in for Ben Kay in the second row for Leicester, while England elite squad members Dan Hipkiss, Tom Croft and Jordan Crane are also back in the starting line-up after being rested.
France international Benjamin Kayser comes into the front row, while Scott Hamilton moves to full-back in the absence of the injured Geordan Murphy.
Martin Castrogiovanni and Ben Herring are again included among the replacements after their return from injury in the win over Newcastle Falcons.
Former New Zealand international Aaron Mauger continues at centre and could be a key man after scoring three tries in his last four matches.
"Harlequins have been playing some good rugby," he said. "It's going to be a big battle, but we have enough guys who know how to get up for big games, so it should be a cracker.
"I don't really judge myself on scoring tries.
"I try to judge myself on what I do during the game, and tries are just a bonus. I have been fortunate to be in the right place at the right time.
"It is good work from the guys around me and that hard work which opens things up."
