Justin Morgan is set to field a depleted back division with Shaun Briscoe and Peter Fox on England duty, Ben Cockayne suspended and Liam Colbon injured.
It means full-back James Haynes is poised for a debut after joining Rovers from neighbours Hull FC last season, although he will be competing with Chaz I'Anson for the starting role.
"It's inevitable that some of the young kids will have to play at some stage this season," said Morgan.
"We have some good kids coming through and, whoever gets their chance, they will do their job."
Stand-off Paul Cooke returns after being rested for last week's defeat at Huddersfield and Clint Newton skippers the side.
Quins are without centre or second rower Tony Clubb, who is on England duty, and coach Brian McDermott adds Luke Gale, Jamie O'Callaghan and David Williams to the team that beat Celtic Crusaders last week.
