Hull coach Richard Agar will hand debuts to winger Will Sharp and loose forward Joe Westerman for the derby clash in Cardiff that draws down the curtain on Millennium Magic weekend.
Injured stand-off Richard Horne and utility back Cameron Phelps - who is still in Australia - are the only notable absentees from Hull's 19-man squad, after forward Lee Radford passed a fitness test on a shoulder injury.
Jordan Turner partners Sean Long in the halves, while Richard Whiting will start at full-back in place of the sacked Jordan Tansey.
Rovers - who ended the Black and Whites' season by knocking them out of the play-offs at the KC Stadium in last year's play-offs - give a debut to half-back Blake Green.
The Australian renews an old half-back partnership with Michael Dobson, while former Hull three-quarter Craig Hall is also in Robins coach Justin Morgan's 19-man squad.
