Tomfoolery
A Scotland Yard spokeswoman said police confirmed to the New Zealand Press Association that no further action would be taken in the case. She declined to comment further.
Howlett's lawyer David Jones had previously said he was optimistic the winger would not be prosecuted over the incident Howlett described as "tomfoolery".
"If they look at it sensibly it was boys out drinking being silly, doing things they normally wouldn't do," Mr Jones said.
Howlett, who was dropped for the World Cup quarter-final defeat against France, is due to join Irish club Munster at the start of next year.
