Barry Davies has seen his hopes of a move to London Welsh scuppered due to the number of non-English players already at the club.
Premiership clubs gain extra funding if they meet the average of 14 "English Qualified Players" per 22 over the course of the season.
That has meant Davies, who had long been linked to a move to the Exiles, has now failed to secure a contract with the Premiership new boys.
Davies, who has been capped once by Wales, is currently a free agent after he was released by the Ospreys after three years in Swansea.
The 31-year-old full-back previously spent two seasons in France with Brive, having started his career with the Scarlets.
Davies had already denied he had agreed a move to Welsh following his exit from the Ospreys - and it appears any potential deal is dead in the water.
The Exiles already have a strong international contingent among their ranks, including Gordon Ross, Hudson Tonga'uiha, Leo Halavatau, Dan George and Jon Mills - while Gavin Henson and Sonny Parker have agreed to join the club.
