New Zealand, the defending HSBC Sevens World Series champions, came through an enthralling encounter 12-7 to record their third win in three tournaments over England.
England, who had earlier drawn 7-7 with Kenya in their final pool game, had been level going into the interval after Dan Norton grabbed his 22nd try of the season.
However Tomasi Cama crossed to add to Frank Halai's earlier score to seal the win.
New Zealand will now face South Africa after the Blitzbokke saw off Argentina in convincing fashion.
Wales were also knocked out in the quarter-finals, with Fiji avenging their lose in the South Africa Sevens to secure a 12-7 win. Fiji will take on Samoa after they toppled Kenya 19-14.
The semi-final of the Plate competition will see England take on Argentina and Wales face Kenya.
Scotland's hopes of success in the Bowl competition were ended by Japan, who secured a surprise 15-14 win.
