Montpellier fly-half Francois Trinh-Duc was a surprise omission from the France squad for their Six Nations opener against Italy.
New coach Guy Noves has instead included Toulouse star Jean-Marc Doussain, who can play at No 9 and No 10.
Clermont's Morgan Parra has been ruled out with a leg sprain suffered against Bordeaux-Begles in the Champions Cup last week.
Noves has however found a place for Racing 92 and Sevens star Virimi Vakatawa, a Fiji-born winger, who is yet to play for the full France team.
Clermont lock Sebastien Vahaamahina was also injured in the Champions Cup game with Bordeaux and while he told Noves he was unavailable, the coach has called the giant 24-year-old up anyway.
Noves has included 10 uncapped players on his list of 31.
