Welsh U20 international Gareth Williams has been signed by Harlequins from the Ospreys.
The valuable member of the U20 side which competed in the Six Nations and World Cup in 2008 represented Wales from schoolboy level.
The 20-year-old scrum-half will be a welcome addition to the Quins squad and will follow in a long string of world-class No.9s who have come out of Wales in the last 30 years.
"Gareth is a young and talented rugby player," Harlequins director of rugby Dean Richards said.
"He is a scrum-half with outstanding link play and a great footballing brain,
"I am looking forward to him being a part of our already strong squad for next season."
