Barrow was part of the England squad that won the IRB Junior World Championship this summer and has already joined up with his new teammates at Kingston Park.
"I have really enjoyed my first couple of days at the club, and the lads have been very welcoming," said the 20-year-old.
"I'm very much looking forward to the challenge of playing for Newcastle Falcons, a club that has rich potential.
"One of the main attractions of coming up to Newcastle is the fact that there is a world-class coaching set-up in place which can only help my development as a player."
Barrow, who is 6'8" tall and weighs over 18 stone, is a product of the Leeds academy and made his debut during the 2010-11 campaign.
He helped Leeds reach the Championship play-offs last season, where they were defeated by his new employers, and has represented his country at U16, U18 and U20 level.
Falcons director of rugby Dean Richards said: "Dominic is a fantastic signing for the club, and he has an exciting future ahead of him.
"He has a rich pedigree when it comes to representing England at age group level, and I am sure he will go from strength to strength here in the north east."
