Hooker Clare will make the move from Leicester, with the 21-year-old having previously had loan stints at Loughborough Students, Nottingham and Jersey.
The 25-year-old Edwards joins from National One side Rosslyn Park, with the England Counties winger having scored 17 times this season.
Rayer said: "We are delighted to welcome Charlie and Neville to the club and we are all very excited to see what they can do in a Blues shirt.
"Charlie come having honed his skills at Leicester under the tutelage of some fantastic hookers including Former Blue Neil McCarthy who is Tigers Academy manager while Neville has been an explosive force in National One and is ready to step up to the Championship.
"I think that Blues fans will be in for a real treat next season."
