The Super Sunday panel were unanimous in their belief that Manchester United should have been awarded a first-half penalty at the Etihad.
With the score at 1-0, Marcus Rashford was brought down by Martin Demichelis inside the area, but referee Michael Oliver waved play on.
United won the game 1-0, but Graeme Souness, Niall Quinn and Jamie Carragher all gave the same view on which way the decision should have gone.
