Lokomotiv Moscow forward Oumar Niasse is undergoing a medical with Everton at the club's Finch Farm training complex.
The 25 year-old Senegal striker arrived on Merseyside on Monday morning to finalise a £13.5m move from Lokomotiv. If completed, the deal would be the third most expensive signing in Everton's history.
Niasse, who was voted the Russian Premier League's player of 2015, has scored 12 goals and provided 10 assists in 21 matches for Lokomotiv this season.
Everton are hoping to boost their attacking options before the January transfer window closes.
The Toffees have just two recognised strikers in their squad, Romelu Lukaku and Arouna Kone, following the departure of Steven Naismith to Norwich earlier this transfer window.
Everton manager Roberto Martinez has already signed young forward Shani Tarashaj from Grasshoppers for around £3m, although the Switzerland U21 international has been loaned back to the Swiss club for the remainder of the season.
