The 20-year-old, who has fallen out of favour at Pompey, has been on trial at the club and could be snapped up by Magpies boss Billy Dearden.
"He played more than 20 games for the Portsmouth first team last season so he must have something about him," said Dearden.
"He began his career with Chelsea so he has a good background too.
"He could be a reasonable prospect and we are always looking for players that are better than the ones we have.
"We have invited Neil back next week to see if he fits in that category."
