Northern Ireland boss Lawrie Sanchez had hoped the former Tottenham Hotspur man would pledge his international allegiance to the Irish.
Clemence qualified for Northern Ireland through a grandparent, but he has turned down the chance to represent them on the international stage.
Sanchez was disappointed not to have Clemence available for him for the World Cup qualifying campaign, but respected the decision of the player.
"He has made his decision, which I respect," said Sanchez.
