Simon Brodkin, the man who interrupted Sepp Blatter's press conference on Monday, is to be charged with trespassing by Swiss authorities.
Brodkin, 38, showered the FIFA president with fake money as he addressed the world's media in Zurich.
A police spokesman said Brodkin will be charged because he was not allowed to enter the building. The prosecutor has yet to decide whether there will be a trial.
A police spokesman said: "He was arrested and interrogated. There is a possible complaint about trespassing. We don't know if there will be a trial or not, that is to be decided by the prosecutor and that will take some time."
The spokesman added that FIFA had made a complaint to the police about the incident.
