Younes Kaboul is to undergo a medical with Watford on Friday ahead of a move from Sunderland, Sky sources understand.
Kaboul has been given permission to talk personal terms with Walter Mazzari's side after telling David Moyes he wanted to end his year-long stay on Wearside.
A statement on the Sunderland website announced an agreement between the two clubs.
Kaboul said: "This is not an easy situation for me, but the club and the manager have shown an understanding of my personal circumstances and I am grateful for that.
"The Sunderland fans have supported me fantastically well since I came to the club, they gave me my passion back and I sincerely thank them for that.
"I hope they understand that I have made this incredibly difficult decision for me."
Moyes said: "We got an enquiry from Watford and when we did, Younes also came and saw me and said if this was right, he would like to go back to Watford.
"He wanted to go back - his family home is there and his choice would be to go back - so reluctantly, we agreed to it."
Kaboul joined Sunderland from Tottenham last summer and started 23 Premier League games last season.
Crystal Palace are understood to have shown late interest in the Frenchman.
