Bolton have been leading the chase for the one-time England international and have already talked terms with the player, who has also undergone a medical at The Reebok.
Blackburn, who made an unsuccessful bid last summer, have a long-standing interest in their former star and they have now made a concrete bid.
Rovers will no doubt hope that the lure of moving back to his hometown club will win the day for Dunn, who has never hidden his desire to return to Ewood Park.
"We've got permission to speak to David Dunn and we are now going through the normal procedures regarding a medical and personal terms," said chairman John Williams.
