The 28-year-old's capture is Mick McCarthy's second in the space of 24 hours following the arrival of striker Jon Stead.
Davis was due to return to England from holiday on Monday, but a plane problem delayed the shot-stopper completing the deal.
"It is a big step for me leaving Ipswich and I needed to know the move was the right one," explained Davis to Stellar Group."I had a good look around the club and had a good chat with the manager and chairman and they were obviously both determined that the club will establish itself in the Premiership.
"The personal terms took a little bit longer to sort out, but once I was happy with everything I had no hesitation in signing.
"Sunderland are a huge club with great support and I am now really looking forward to next season and the challenge of keeping the team in the top flight."
The Black Cats now have plenty of options between the sticks with Thomas Myhre and Mart Poom on the books, although the latter is currently out injured.
Davis began his career with Luton Town and spent time on loan with Torquay and Hartlepool before joining Wimbledon.
The Bedford-born star made over 100 league appearances for The Dons before being snapped up on a free by Ipswich in the summer of 2003.
