The 21-year-old is out of contract in the summer and can leave the club, although anyone else wanting to sign him would have to agree a fee with Norwich or risk a tribunal as the player is under 24.
Canaries boss Nigel Worthington confirmed that the youngster had shunned new terms.
"Darel has now rejected two offers from the club to extend his contract," he said.
"He had earlier turned down an offer to extend his contract by three years on substantially increased terms. We will now listen to offers for the player."
