The former Juventus man targeted clubs such as Roma and Barcelona who continue to splash out on big-name players despite reportedly running up huge debts.
Platini says that European leagues should follow the example of Le Championnat in France - where clubs are relegated if they compile massive debts.
"If a team tries to respect the rules and another one makes still more debts, the competition is unbalanced," said Platini.
"In France clubs who have big debts go to Division Three and can't buy players.
"I understand that it is difficult saying that Roma must go into Serie C, but it isn't right that there are clubs who try everything to control their balance sheets while others make only debts.
"It isn't right, for example, that Edgar Davids went to Barcelona, who have a few troubles and who had already bought Ronaldinho from PSG.
"It's too easy winning when you don't control debts.
"There has been this worry for a few years, but in the end we must decide on UEFA Champions League exclusions for those clubs who aren't respecting economic rules."
