Palermo have struck a deal with both Chievo, and Piacenza, as the defender was jointly owned by both clubs.
Barzagli impressed for Chievo last season in the top-flight and has been handed the chance to continue his progress with Palermo.
To secure the promising stopper's signature, Palermo have paid Chievo é¼2.5 million and have also loaned Daniele Di Donato to the Flying Donkeys.
For Piacenza, Palermo have stumped up é¼1 million and they will also loan the club three players whose identities have yet to be announced.
Barzagli, 23, is likely to prove a key figure for Palermo after he has featured in Italy's squad for the Olympic Games next month.
